The young child in the photograph sits on a walkway in Jakarta, Indonesia, a victim of trafficking for the purpose of begging. Trafficking of women and girls for prostitution has been a well-known phenomenon in Southeast Asia, but trafficking for begging on the streets is a more recent trend. Children of poor, often rural, families are being captured at the borders, or parents are deceived into thinking their children will receive opportunities in the cities.

Children caught begging illegally by police in Bangkok, Thailand, are returned to Cambodia, some to waiting parents, others to charities or local government agencies. Others find their way back to urban streets. In the worst cases, children are mutilated so as to elicit sympathy. Officials note that children trafficked to a foreign country are even more vulnerable due to language and customs differences, as well as increased discrimination. They are even less likely than indigenous children to know how to seek help.

The chart reveals International Labour Organization (ILO), International Programme on the Elimination of Child Labour (IPEC), and UNICEF data for the year 2000 on trafficking of over a million children annually, and some 250,000 for the Asia Pacific region. Efforts to combat child trafficking include improving law enforcement and border controls, but perhaps the most effective work is at the community level.

The photographs of a twelve-year-old Peruvian fruit market porter named Jonathan are from a video produced by the International Confederation of Free Trade Unions (ICFTU), a trade union organization affiliated with the International Labour Organization (ILO). The documentary describes Jonathan, who is one of a large group of similarly employed boys, who rise before dawn and spend their days pushing carts and carrying crates of fruit. Their pay is meager and not all clients are dependable. Jonathan is quite articulate in expressing his acceptance of the need to work and his willingness to contribute to his own support and to help his family. His wages are his own income, and also pay his school expenses. The trade union organizations in Peru, as in other countries, support efforts to end or ameliorate child labor that depresses wages and degrades working conditions by providing a weak and pliant alternative labor force of minors. According to ILO statistics, nearly one-third of Peruvian children engage in paid work, some of it dangerous, and much of it detrimental to their physical development and education. The documentary describes an association of four main Peruvian trade unions called "Warma Tarinakuy," which established a youth center where child laborers can get cheap meals, counseling and remedial classes if they have fallen behind in school. Anyone who wishes to participate must commit to staying in school. The math teacher featured in the documentary was a child worker himself. Association counselors work with children and their parents to maximize their chances of finishing school and limiting the damage to the development of youth by trying to reduce the families’ reliance on their labor. Jonathan’s progress as a student is discussed, including his award of a grant to study computer science. This effort by a combination of international and local organizations may be compared with other efforts in Asia and Africa to end child labor by bringing services to the places where children work and live.

The video still shows The Moonbeam Youth Training Centre in Mavoko, Nairobi. The Centre is a project of UN-HABITAT built with support from UN Secretary General Ban Ki Moon and UN-HABITAT Executive Director Mrs. Anna Tibaijuk. The purpose of the center is to improve housing in urban slums by training young people in low cost, alternative construction technologies. Trainees gain employable skills, leadership skills, and self-help skills that help them transform informal housing to sustainable, permanent construction. Young people who complete the training receive certification and apprenticeships in carpentry, roofing, brick manufacture and bricklaying as well as other vocations.

With investment from local organizations and businesses, young men and women can significantly improve standards of living, including sanitation and security, for their communities while training for future employment. In addition to hands-on construction training, the program includes training in entrepreneurship and business management skills, with the objective that graduates can start and sustain viable enterprises that increase capacity in underserved communities, and enable future businesses to hire others. The project is an example of a multi-purpose, dynamic development initiative that involves youth as active rather than passive participants in achieving its goals. The trainees' work creates the project's own infrastructure, since the facility that the trainees are building actually serves as a training center when it is complete. The collaboration will eventually include youth from the informal settlements of Kibera, Mavoko, Githongoro and Thikain in Kenya.

The 2009 United Nations Arab Human Development Report describes a "youth bulge" as a high proportion of 15-29 year olds relative to the adult population. Young people are the fastest growing segment in Arab countries, with youth under 25 years of age comprising about 60% of the current population. The median age of the total Arab population is 22 years, compared with the global average of 28.

The youth bulge is viewed in the research literature both negatively and positively. According to the 2009 report, the region will require 51 million new jobs by 2020 to employ youth entering the labor market. The challenge will affect women more than men, whose current unemployment rates are 31.2% compared with 25% for men. Female youth employment was as high as 59% in Jordan with male youth unemployment at 35%. Unemployment, alongside increasing urbanization, are often tied to rising extremism, causing concern for the region.

The youth bulge, however, can also be viewed as an opportunity, a chance to empower youth and harness their energy to help build neighborhoods and countries. With sufficient forethought and investment, a youthful labor force is an opportunity for economic growth and stability. Over the next 30 years, the hazards and opportunities presented by the youth bulge in the Middle East and North Africa (MENA) will be important tests for governments in the region and for the global development community.

This photograph is of a boy between 6-10 years of age who works in the La Rinconada gold mine in the mountainous region of Peru. La Rinconada is the highest gold mine in the world, 5,500 meters above sea level in the Andes, and under a glacier, and its camp is populated by about 20,000 people who live under economically exploitative and impoverished conditions. The boy seen here works as a quimbalatero, or stone crusher, who quarries ore from gold-bearing rocks by striking them with a heavy hammer.

The image was taken as documentation of child labor by a photographer for the International Labour Organization (ILO) for its International Programme on the Elimination of Child Labour (IPEC) project. According to ILO definitions, unacceptable types of child labor are those that can be harmful to physical and mental development, to children’s dignity, and of a kind that “deprives children of their childhood.” Such child labor should be eliminated if it is mentally, physically, socially or morally dangerous and harmful to children; if it interferes with their schooling by preventing them from attending school, obligates them to leave school prematurely, or requires excessively long and heavy work so as to compromise children's ability to attend school or learn effectively. Mining work such as this meets the criteria as harmful because it exposes child workers to hazards of extreme cold, is physically demanding, and provides no protection for their eyes and hands. Children in mining camps are routinely exposed to mercury poisoning in so-called “artisanal mines,” family mining operations in which whole families are employed, sometimes including toddlers. Such operations often produce tiny amounts of gold by quarrying flakes from large quantities of rock, bringing in very little income for the expense in time and toxic exposure.

A recent ILO Global Report "The end of child labor: Within reach" published in 2006 showed that Latin American and Caribbean countries have experienced declining numbers of child laborers. Projects such as Bolsa Familia in Brazil offers families financial incentives to send their children to school, in addition to citing employers who exploit children, and educating parents and older children on the hazards of child labor. The number of children at work in the region has fallen by two-thirds, with just 5 percent of children now engaged in unsatisfactory child labor. The IPEC project in La Rinconada works to help families access health, education, and nutrition services, and to address working conditions for adults in the mines.

The photograph shows the School-on-Wheels, a project of the Doorstep School in Mumbai, or Bombay, India, which has been functioning since 1998. The School-on-Wheels is a converted bus fitted with cabinets filled with stationery supplies, books, toys, and chalkboards, decorated with curtains and children’s art, and staffed by a teacher and roving supervisor. The project serves the unmet need of children who live in the slums of Mumbai, child laborers and street children who otherwise do not have access to education. By coming to where the children live, work, or beg, such as Fashion Street and the World Trade Center, bus depots and railroad platforms, the bus brings regular educational experiences to marginalized children in hopes they will continue and enroll in a regular school. School-on-Wheels strives to impart basic literacy skills to groups of children who have no settled residence or live where there are no schools, or their parents cannot get them to school regularly. The mobility of the bus, and its ability to attract children wherever they are found, is an advantage. Lessons are not the only option for children who climb into the bus. They can play with toys, read or be read to from audiotapes, and practice basic skills in a supportive but non-formal environment with other children. In the cities of Mumbai and Pune, about 50-70 children attend at any one time. Social skills and problem solving unique to this population are among the services provided, and the bus is also the scene of basic hygiene and street safely skills sessions. On occasion, the bus takes children on field trips to museums, the zoo, to a bank, a hospital and a police station, hoping to dispel fears among children who may have had negative experiences with law enforcement, and also in order to teach students about their rights. Similar projects to reach children with insufficient access to schooling include neighborhood mobile classrooms targeting girls in the slum neighborhoods who may not be permitted to walk any distance to school. These are held on rooftops, at girls’ homes, and in temple courtyards, for example. According to the organization, it serves 8,000 children in about 100 projects related to schooling for underserved populations, with international NGO and private donor support.

In the weeks and months before the start of Ramadan, the ninth lunar month when Muslims fast, traditional workshops like the one on Ahmad Maher Street in the medieval quarter of Cairo, turn recycled tin cans into glittering lanterns. In this "Street of the Lanterns," skills in cutting, hammering, perforating and framing colored glass that have been passed down through artisan families (who usually make ordinary items for the household), are set to the task of making the traditional Ramadan lanterns for children. Brass and tin strips cut from cans of cooking oil, fish, kerosene and cheese become the base, top, and frames for colored glass panes formed into numerous shapes. Many of the lanterns conform to a simple, tapered form like a carriage lamp. Others are shaped like multi-pointed stars, crescents called “a big slice of watermelon,” or simply very large and elaborately decorated versions of the smaller ones, but nearly as tall as an adult. Many of the artisans began making the lamps when they were 10 or 15 years old, like the boy in the photograph. Sitting cross-legged on the floor next to the older workers—likely a father, and uncle or grandfather—the youngest workers carry out the simple task of preparing the metal strips with tin snips and simple vice-like tools for drawing the metal straight and smooth. The older, more skilled artisans pierce designs, solder the metal strips, and frame the cut pieces of glass with tin or brass. A base for the candle, a lid, and a ring for hanging complete the lantern. In the second photograph, partly-finished lamps are visible. In the days before Ramadan, the lamps are hung in the shop on long poles for purchase.

The chart shows the proportion of male and female child laborers between the ages of 5 and 14 who are engaged in domestic work for third-party households. As the note on the chart indicates, only those countries in the data sample of 16 nations where domestic work could be distinguished from other kinds of work are featured in this chart. The sixteen sample countries included in the chart were based on nationally representative household surveys conducted between 1999 and 2007. The data comes from a study IPEC Statistical Information and Monitoring Programme on Child Labour (SIMPOC). (Geneva, ILO, 2009). The sample countries and the dates of data in the survey were Colombia (2001), Ecuador (2006), El Salvador (2001), Guatemala (2006), Burkina Faso (2006), Malawi (2002), Mali (2005), Senegal (2004), Cambodia (2001), Mongolia (2002), Philippines (2001), Sri Lanka (1999), Azerbaijan (2005), Kyrgyzstan (2007), Turkey (2006) and Ukraine (1999).

Domestic work includes housekeeping, such as: cleaning, cooking, washing, fetching supplies, and child care. Domestic work for an employer in a third-party household is considered by experts to be among the worst forms of child labor. Children, and especially girls, are often isolated in the household and invisible to others. Reports of abuse are frequent, but much abuse remains out of the public eye. Such children are often given up to other families because of their parents' inability to care for them. Children's earnings are sometimes given over to the person who contracted them through an agent or relative.

Data from the surveys show that while the vast majority of child domestic workers are girls, boys are also subjected to sexual abuse. The primary source text from Ecuador is typical of such stories gleaned by social workers and NGO's from work with children who escape or are removed from such situations.
