The Millennium Development Goals (MDGs) are eight goals related to poverty, education, gender equality, health, environmental sustainability and development set in the year 2000 at the UN Millennium Summit, and adopted by 189 nations. The eight MDGs are associated with 21 quantifiable targets, tracked by 60 statistical indicators in annual reports issued by the United Nations Development Programme (UNDP). The charts illustrate the aggregate data on gender parity in the world at three levels of education—primary, secondary, and higher, or tertiary education. Sixty-four percent of countries have achieved or exceeded gender parity in primary education, and less than a third of countries lagging behind in basic schooling. Sixty-five percent of countries have achieved or exceeded gender parity at the secondary education level, with more than a third still unable to offer secondary schooling to all girls. Only 6 per cent of countries have achieved parity in tertiary education for girls, but the disparity in favor of young women in higher education reflects the situation in developed countries. The 32 percent of countries that have not achieved gender parity in higher education include poorer countries where opportunities for higher education are relatively scarce, and girls remain at a disadvantage.

To further reveal the disparity among population groups, the second chart focuses on differences in residence and wealth related to gender parity in education, based on available data for 108 developing countries. In rural communities, only 39 percent of girls attend secondary education, in comparison with 45 percent of boys. By contrast, 59 percent of girls in urban areas attend secondary school—near parity with 60 percent of boys attending. Correlating household wealth with secondary school education, a tremendous gap between the wealthiest and the poorest in education opportunities becomes apparent. While 74 percent of boys and 72 percent of girls in the richest one fifth of families attend secondary school, only 31 percent of boys and 24 percent of girls in the poorest quintile of families attend secondary school.

To bridge these gaps, both cultural attitudes and public investment and policy need to be more favorable toward education. School fees, whether for tuition, transportation, uniforms or books are prohibitive barriers among poor families. There might not be sufficient daylight for rural students who have to travel long distances to attend secondary school to also study and complete household chores. Unsafe roads and concerns for the security of girls attending distant schools may also serve as cultural or practical barriers. However, the practice of secluding unmarried girls might be overcome through local recruitment of teachers or other creative means of achieving gender parity in education.

Compared with a century ago or more when female education was rare, girls' access to education has improved dramatically. The charts measure gender parity by the number of girls enrolled in school per 100 boys. A figure of 100 represents a 1:1 ratio, or parity. Three regions—Southeastern Asia, Eastern Asia, and the Commonwealth of Independent States (CIS) are near parity in primary education, and all but Oceania (Micronesia, Melanesia and Polynesia) are at 90% of parity or better. Developed countries are at parity, while aggregate data for developing countries shows 95% of parity.

The second chart presents a picture of weaker gender parity in secondary education, or grades 6-12: slight losses in Sub-Saharan Africa, Oceania and the CIS, and significant gains in Western and Southern Asia, and Northern Africa. During the period between 1999 and 2007, girls in Eastern Asia, Southeastern Asia, and Latin America and the Caribbean exceeded boys in secondary education enrollment. Aggregate data for developing countries shows that the goal of parity in secondary education, though improving slowly, is within reach at 94%, though Sub-Saharan Africa, Western and Southern Asia, and Oceania must bridge a gap of between 13 and 21 percentage points to achieve parity. The statistics for girls' secondary education have negative implications for the future of gender parity or better in higher education in the next age cohort, or age group, preparing for higher education in the coming years.

Education of girls is viewed as a priority because it has been shown to affect many other areas of human welfare. Statistics have shown correlations between education of mothers and infant mortality, improvements in child nutrition and sanitation, delayed marriage, and predictors of school enrolment and success for the next generation.

The poem and photographic collage is the work of students at the Pima Indian School boarding school near Phoenix, Arizona, and is part of an album probably owned by the school matron. The school was one of some 150 institutions for Indian wards of the U.S. Government. The boys' poem was dedicated to their Matron, a female official who was responsible for supervision and discipline of the students on a day-to-day basis. The school's mission was to "civilize" and assimilate the Indians to American society through a process of education that sought to obliterate their native cultures. The model of organization and discipline was military. Student life was highly regimented, with little free time, uniforms and marching drills. Boys and girls were subject to whipping and jailing. It is notable that the matron herself would not actually carry out the punishments she ordered; older students selected as "officers" often did so. Students at the Pima Indian School performed school maintenance, cleaning, cooking, laundering, and caring for the animals and crops that provided students and teachers with food. Students were also put out to work as domestics and farm laborers, for further acculturation and to provide work experience. School officials did not envision preparing them for higher education.

The decorated poem as an object is notable for its penmanship and skill in use of language. The photographs of the boys' heads pasted around the poem indicate that students had access to copies of group photographs, since they are all wearing uniform caps. The poem's tone is both ironic and affectionate toward the matron and the school, incorporating language that indicates exposure to American customs and domestic habits, such as the Christmas holiday, mention of loafing, castor oil and germs. The language is revealing of the tension between the boys' obedience to the matron and assertion of individuality and group solidarity, and their perception of the social context of the school expressed in recognition of the matron's “worry of the whole red race.”

Howard High School, the only free high school for African Americans in Delaware until the 1950s, was built shortly after the Civil War. In this clip, interviewees describe the obstacles former students faced, such as traveling long distances each day on foot or by milk train. A man and a woman also describe their classes in practical and vocational studies. The man built an elaborately finished wooden desk and chair as a boy, and the woman recalls dressmaking classes in which the students sewed prom and graduation gowns to the teacher's exacting standards. These classes were important at a time when few avenues to college were available.

Pierre S. du Pont, President of E.I. du Pont de Nemours & Co. and General Motors in the 1920s, spearheaded modernization of the education system for African Americans in Delaware. Du Pont drew attention to the problem of inadequate education by funding school surveys, supporting reform legislation, and ultimately by donating over $6 million of his own money to build new, state-of-the-art schools. His efforts, however, could not solve the systemic problems of discrimination and segregation. To attend school after 8th grade, African American students often had to travel long distances as they were not admitted into the white schools that were close to their homes. Alumni recall, for example, that parents had to pay transportation costs for the first three months of school, after which the state paid for the rest. For parents in rural areas, this barrier was often too high. Since Howard High School was over 100 miles from communities in southern Delaware, transportation problems prevented many from attending. A few communities purchased school buses, ferrying students in the early morning hours.

The only high school for African Americans in Delaware, Howard High School's original small, five-room building, was built shortly after the Civil War. In the early 1870s, Edwina B. Kruse became the first African American principal of the school. She served until 1920, introducing a classical curriculum and cultural activities, and recruiting prominent, talented African Americans as teachers. In 1928, Pierre S. du Pont donated money to replace the original building with a large, modern school. This interview describes the significance of the school to the African American community, both locally and nationally, as well as its growth after completion of the new building. Famous African Americans, such as historian W.E.B. DuBois and singer Marian Anderson, came to this "pillar of the African American community" as guest speakers.

Du Pont drew attention to the problem of inadequate education by funding school surveys, supporting reform legislation, and ultimately by donating over $6 million of his own money to build new, state-of-the-art schools. Howard High School was beautiful, spacious, and well-equipped. It housed regular classrooms and vocational training facilities, in addition to a library and an auditorium. Howard continues its legacy today as a specialized technical school for all Wilmington students.

In 1954, the Supreme Court declared the "separate but equal" doctrine unconstitutional in Brown vs. the Board of Education of Topeka. Years earlier, however, Pierre S. du Pont, President of E.I. du Pont de Nemours & Co. and General Motors in the 1920s, took bold steps to modernize the education system for African Americans. Du Pont drew attention to the problem of inadequate education by funding school surveys, supporting legislation, and ultimately by donating over $6 million to build new state-of-the-art schools. He also led efforts to gain community support for improving African American children's school access and attendance in a time of severe discrimination and segregation.

This clip discusses the impact of newly-built du Pont schools on improving the learning environment for young people in Delaware. Talented teachers provided the heart of these schools, and alumni describe the commitment and sacrifices that teachers made to ensure that their students learned. The clip also highlights ongoing obstacles placed in the way of African American education by segregation and discrimination. Two former students describe used books, supplies, and equipment. Older schoolboys, for example, had to walk to the white schools and pick up used books, which they received along with rolls of cellophane ["Scotch"] tape to repair torn pages. One student describes the used pencils—some sharpened down to a nub—that the African American schools received.

In this painting of a kuttab, or primary school, boys sit on a mat or carpet huddled close together with their writing boards. Boys, and sometimes girls, learned to recite the Qur'an at an early age, as well as the basics of reading, writing, and arithmetic in schools called kuttabs. It might be held in a mosque, a building especially for the purpose, or an open courtyard, as in West Africa. This type of school was common in urban and rural settings throughout Muslim lands. The image by 13th century illustrator al-Wasiti (fl. 1237) is from the Maqamat (Assemblies) of al-Hariri (1054-1122 CE), an important figure in Arabic literature. The work is a collection of anecdotes about a picaresque hero, shown in the red robe, who perhaps having just said something outrageous, is shown disputing with the teacher. An interesting feature in several illustrations of kuttabs is the fan suspended from the ceiling, with one of the boys pulling a rope to swing it. Perhaps the boy chosen for this task was the one least proficient in his lessons.

This public building of Mamluk Cairo in Egypt has two functions. Its lower level housed a sabil, or fountain, for dispensing water to thirsty travelers and denizens of the city, and its upper level was a public primary school for the teaching of Qur'an, called a kuttab. Kuttab schools taught basic literacy skills such as arithmetic and grammar along with recitation of the Qur'an needed to perform Islamic prayers. The building was open to air and light on three façades. The sabil featured copper grillwork windows through which cups of water could be passed by an attendant inside, or passers-by could enter the cool interior with decorative tiles.

Pupils entered the building and climbed a stone stairway to the kuttab. They entered the rectangular schoolroom to sit on woven mats while the teacher likely sat on the raised platform that surrounded the room on three sides. A balcony projects slightly over the street, shaded by a large wooden awning. Delicate, turned-wooden pillars form 15 arches connected by balustrades and carved wooden screens called mashrabiyya. Clay water jugs cooled the drinking water in the breeze created by the mashrabiyya, a typical Middle Eastern architectural feature. The schoolroom walls were open to the street but screened from the sun and activity, making it an inviting, pleasant place to learn. Passers-by could take pleasure in hearing the children recite the Qu'an in unison. The construction of this significant building in 1748 CE is credited to Abd al-Rahman Katkhuda, Overseer of Awqaf (Charitable Endowments), who was associated with many Cairo monuments of the period.

This essay was printed in the periodical Meiroku Zasshi in May 1874. The magazine was produced by a small group of intellectuals committed to the study of Europe and America. This journal, and the individuals who contributed to it, were at the core of the "Civilization and Enlightenment" movement in Japan in the 1870s. These intellectuals viewed themselves as enlighteners responsible for reforming Japanese society by spreading the word about the civilization that they observed in the West. They wrote on a variety of topics, using their knowledge of Europe and America to critique existing institutions and practices in Japan. Among other things, they advocated for the separation of church and state and for a more equitable, progressive model for relationships between husbands and wives. In this essay, Mitsukuri Shūhei emphasizes the importance of childhood as a distinct phase of life—the "dividing point at which it is determined whether an individual throughout his life will be wise or stupid, good or bad." Education, therefore—within both the school and the home—is of the utmost importance.

While most pre-Meiji commoner schools were held either in temples or in the homes of the teachers, most teachers and officials associated with the Meiji education reforms emphasized the importance of having schools in new buildings created specifically for the purpose of education. While this goal took around three decades to accomplish, there were some early, ambitious efforts to erect school buildings modeled—albeit partially—on examples from contemporary European and American school architecture. Here are two such examples. The first is Kaichi Elementary School, built in 1873, and the second is Mitsuke Elementary School, built in 1875. In both cases, builders used existing construction techniques and materials to fashion buildings modeled closely on the designs of European and American schools. These new buildings were of great symbolic importance within their communities—for some, embodying the enlightenment ideals of the era, and for all, representing in concrete form the dramatic era of transformation that was unfolding during the Meiji era.
